7. Iqaluit, Nunavut, Canada
The native Inuit created a territory known as Nunavut in 1999 because they wanted a territory of their own within Canada. Earlier, it was used as an airbase for a stop over for aircrafts. The city has cold winters and short summers so the climate remains on the harsh end. Its groundwork is functional as the government wants to keep the costs as low as possible to keep for the people living there.
