Nobody can be considered safe in Karachi, including government officials and police, who are sometimes targeted by the city’s infamous “target killers,” who specialize in carrying out assassinations while riding on motorbikes. Anyone who can afford the relatively low cost of hiring one of these motorbike-riding assassins can target virtually anyone they want. But the target killers are not Karachi’s only problem. General lawlessness and violent struggles between political groups contribute to a murder rate that is about 25 percent higher than most of the world’s largest cities.
