In China, the Chongzhen emperor who ruled in the 15th Century proclaimed that “common people who smoked would be punished like traitors.” Around the same time, the Patriarch of Moscow also spoke out against the average person smoking when he said that “both men and women who smoked would have their nostrils slit or would have the skin whipped off their backs.” At the time they probably did not understand the dangers of lung disease or other health problems related to smoking, but probably would have mentioned those factors if they did.
